Based on extensive fieldwork and union experience, this report documents the decisive role played by municipal and local public service workers organised in DISK / GENEL-IS in the aftermath of the 6 February 2023 earthquakes in Turkey. Drawing on field-based evidence, testimonies and union experience, it highlights how organised labour ensured emergency response, continuity of essential services and social recovery, while setting out strategic recommendations for resilient, rights-based public services.
